Place eggs in a saucepan and cover with water. Bring to a boil over medium heat.
Once boiling, cover with a lid, remove from heat, and let sit for 10 minutes.
Drain hot water and transfer eggs to an ice bath to cool completely.
Peel eggs and slice each in half lengthwise.
Remove yolks and place them in a bowl. Mash until smooth.
Add mayonnaise, mustard, vinegar, salt, and pepper. Mix until creamy.
Spoon or pipe the filling into the egg white halves.
Sprinkle with paprika and garnish with chives or parsley if desired.
Chill until ready to serve.
